I'm not aware of any that I would call "best quality" at that price. The best deal I know of under that price is http://e-sarcoinc.com/arcompupperkitforretracta.aspx I built 2 of these and am happy with them.

If you want a shooter and basic rifle that has good over all fit and finish but is not Billet machined or custom bla bla bla.
Del ton
We got a M4 flat top upper 16" Hbar with a double rail gas block for $526 shipped with the LPK included. Oh and the upper was head spaced and test fired.

PSA has nice complete uppers for 419. You can get 16" or 14.5" they alson have carbine and midlength. Then buy a moe hand guard and you have a sweet upper

I would defiantly check out bravocompanyusa.com if I were you. I couldnt be more happy with mine, the finish and function of them are superb, they should be charging a lot more. I wish I could of had my upper with me in Iraq instead of the pos I had.

Slightly more you can go with a RifleGear.com upper. Basically a rebranded Daniel Defense for less cash. Love mine.

My DPMS upper from JSE has been amazingly accurate, got the 24" bull barrel. I have heard people say that DPMS is not very good quality, but I am sure pleased with it. Under 500, and more accurate than I am.

One of the highest quality but low budget places I like is redxarms. Good service, very low prices, and they will tweak or swap items if you call them. I have built 4 great shooters with their uppers. They are shipping me their AR 308 upper for my first LR-308 DPMS build.

Del-ton is the best bang for your buck. For under $400 you can get a complete upper in many styles.

I have some in stock for sale today starting at $375.

Lightbulb

- Knights Armament
- Noveske
- Colt/BCM
- LMT (only because they don't produce a mid-length gas upper yet)

In that order. And I NEVER pay attention to price, when QUALITY is involved.

If you get a JSE upper, be prepared to put some work into it to get it running (most likely at least an upgraded extractor spring & O-Ring, then again thats a worth while upgrade anyway)...

In that price range, I'd probably get a Pallemeto State Armory Upper or a Del-ton... For the money, they're decent.

If you wanted a quality upper you should be looking at Daniel Defense, KAC, Noveski, BCM, LMT, maybe Colt.
