No, the state insists all handguns go through an FFL01, however you may acquire a handgun when out of state and self-import it. Once you arrive in state you are required to register it by sending in a form plus $19.00.

yeah i was going to purchase a c&r handgun thinking it would be cash and carry. You have to go through a ffl with any handgun, the 35 dollar dros wasn't really worth it for the gun i was going to purchase

The answer to your question is: YES

C&R handguns are roster exempt and can be bought by anyone who can legally buy guns.

If you have a C&R 03 FFL you can also buy them out of state and bring them back with you.

If you don't have a C&R 03 FFL you can still buy them out of state but you can not take possession of it. The person you buy it from will need to send it to a dealer here in CA to do the transfer.
