Default Long gun registration bill question?

I am a little confused on the logic behind this bill. So the police find a long gun. Is there no way at present for them to find out where this gun was last sold and who to? Doesn't the dealer send the information to the DOJ during the sale? Doesn't the dealer keep a copy of the paperwork? Or am I missing something?

CA DROS sends just "long gun" to the state, no make/model/caliber info.

Fed 4473 does more, but only paper copies stay at the dealer.

However, using "logic" and "this bill" in the context of California gun bills is pretty far-fetched.

I think its just ridiculous considering how easy it is to change caliber on an M4 based platform.
