Does this mean that a pinned mag kit is in fact illegal. Or does this not effect the DOJ's deffinition of a detachable magazine?

Nothing has changed. That is not actual policy but an unsigned 'wish list' memo.

It is not even really DOJ legal opinion because it states that regulations must be changed to make the memo have any legal standing....

So, nothing has changed since the OLL stuff started happening.
