Thumbs up Solano - UPDATE (2014 April 12)

UPDATE (2014 April 12): post #1082 and after indicate that the SO is issuing CCWs more liberally, but not for mere "self-defense"/"personal protection" yet. So I've just adding a "thumbs up" symbol, but not an Alert symbol or "TIME TO APPLY" to the title.

Here's a link to a local CBS news report ("Lawsuits Prompt Bay Area Sheriffs To Issue Concealed Weapons Permits", 2013 Nov 20) re. the impact of the grand jury findings:

Things changed in 2009, after a grand jury found the Solano County sheriff may have had an “informal policy” of “denying access…and/or discouraging applicants.”

The number of people applying for new concealed carry permits has skyrocketed in Solano County, from 27 in 2011 to 254 so far this year.

Application sent in, note that Solano County only allows two handguns per permit and also charges well over what the state mandates. But I think you already knew that.

Does anyone have any experience attempting to get a CCW permit in Solano County? Or, is Havoc70 the initial "test case"? I read the article about Sacramento Sheriff McGinness changing their standards. Do the folks at CGF have any optimism that other counties will follow suit, or do they believe that most will only give in after the court orders it? Either way, I guess it is a good reason to donate to the Foundation. Thank goodness they will fight to uphold the Constitution, even if some elected officials won't.

Are the folks applying coordinating with Brandon or Gray? It is important that these things be done in certain ways, and that those coordinating the efforts know EXACTLY what is being used as GC etc.

So far I've submitted my application, paid my (illegally excessive) fees and submitted to livescan fingerprinting.

If someone was to have completed the 832PC back in the late 80's at a community college how would one go about getting that proof?

If the class was supposed to submit a roster to POST, I would think that POST would have your name on file as having attended that that class. You should be able to contact POST and ask them to send a letter regarding what they have on file for you as far as training goes.

I have no idea if they were required to report it to POST and I do not recall getting any type of certificate.

Solano does not charge any fees until after their initial review of your application. If you get past the initial review you'll come in for fees and fingerprinting. If you pass the background check you'll be instructed to schedule your training with one of the approved instructors.

So if I'm interested in getting a CCW in Vacaville, where IIRC the Police Chief requires a high dollar bond/insurance ($1M I think), can I just go to the sheriff instead and bypass the requirement?

Being a business owner who deposits money at the bank, what are my chances of being accepted?

You can bypass the PD and go directly to the Sheriff.

I just looked at the Solano Sherif fee schedule and it says that the cost for a new ccw from the Sheriff is $229.00 + a $95.00 DOJ fee. I don't know what excessive is or what is considered illegal, to me it doesn't seem excessive but that's me. Several years ago, Fairfield city council chose to jack the city fee for a ccw to $1000.00 which I know that you'll correct me if I'm wrong they got there ***** handed to them for that.

Gary Stanton is the first Sheriff for Solano County that is giving CCW's to his Correctional Officers and to average joe citizen. Every other Sheriff that we have had wouldn't even consider it, even if one of his officers had death threats from Prison Gangs that were validated by CDCR and the FBI.

Yeah he only allows 2 guns and for employee's they can not be single action. Though I have met someone that had a CCW from Solano and he was able to carry a 1911.

When my brother did the inquiry, he was told that if we had big deposits to make that we should call Brinks and have them come pick it up. This was the helpful advise given by the VVPD.

I'm with you on that. When the environment is right, my app will be on it's way within...well...a realistic amount of time.

Does one need to submit separate Live Scan, or will a current COE do the trick?

As a Dixon resident, I'm most interested in seeing our county's CCW reform similar to Sac. Are there any plans for legal action to accomplish in the near future?

There is no need for an additional lawsuit at this point. Let Richards (nee Sykes) work its way through the system. When we win there it will apply to the whole state. Most counties will comply with the ruling and those that won't can be addressed numerous ways.

Any suit that mimics Richards or Peruta at this point is redundant and would ultimately be mooted by one of those before it gets decided.
