That's the Swedish short range "practice" 9mm ammo that has a plastic projectile with a steel bb in the tip. It was used in a submachinegun that was fitted with a special barrel. A ton of it came in a few years back. It will mess up your barrel if you fire a lot of it out of a regular 9mm barrel because the steel bb can bounce down the bore.

+1 practice ammo, description right on...not always with the blue sealant though...plastic bullet with bb, plastic gets rubbed on barrel as it is shot

I have some 9mm luger ammo just like that, although I can't find it at the moment. I haven't dissected any but I think it's a very light plastic bullet with a thin steel jacket. Works in my Marlin Camp 9 and nothing else I tried it in. Horribly innacurate but realy cheap at the time. A Danish girl I know translated the box as "For use in weapon with loose shooting pipe without loose shooting shots" or something similarly ridiculous. Probably training ammo from some scandanavian country.

Here's a picture of the weird 36 round square stripper clips the ammo was packed on...



There is also an M45 magazine and a mag loading device in the photo. Centerfire Systems was selling the training ammo for so cheap that guys were buying it just to stock up on the square stripper clips, which had been expensive up until that point.
