Default Locked container?

Is it considered locked and secured if you were to mount your rifle in a device similar to the one used in police vehicles? It would still be in the passenger compartment but access would be restricted. The mount could be between seats or behind the seats of a truck. In or out of sight.

Yes, if the rifle is not a RAW. That would meet the requirements of the federal GFSZ law:

(iii) that is—
(I) not loaded; and
(II) in a locked container, or a locked firearms rack that is
on a motor vehicle
In or out of sight doesn't matter as a rifle is not a concealable firearm (12025 is N/A).

Not that it's important outside of the conditions GrizzlyGuy notes, but rack such as you suggest is not a 'container'.

There is no value at all complaining or analyzing or reading tea leaves to decide what these bills really mean or actually do; any bill with a chance to pass will be bad for gun owners.

The details only count after the Governor signs the bills.
