Assuming you mean when the face-to-face requirement of Penal Code section 12381 goes into effect (because parts of AB 962 are already in effect), the answer to your question is: a CA business will only be able to sell handgun ammo to a person in another state if that person is exempted from the face-to-face requirement (i.e., a FFL, a handgun ammo vendor, etc.), but not to a regular old citizen.

And that is assuming Penal Code section 12381 withstands a legal challenge that is likely forthcoming.

Oh, well, California didn't need those businesses, taxes, or jobs anyway, seeing as how they're just rolling in money.

CTD catalog states no sales of ammo to CA after 01/11. And they mean all ammo not just handgun ammo. I sure that sportsman's will follow suit.

I don't understand how you can sell it face-to-face on Calguns. Could you feasibly send it to a FFL and have the FFL sell it to another person, it appears so, but then the dealer would have to take a thumbprint of the person receiving the ammo and do all the records associated with transferring handgun ammo.

Here is a link to the law:

AB962? It's been in the CGF crosshairs since it first reared its ugly head.

I wonder why anyone would start a new business in CA in any industry. I will bet you a dollar that when AB962 goes into effect Walmart will stop selling ammo.

Unless you are a vendor, who would have to get a fingerprint, face to face transactions will still be possible:

Quote:
The bill would provide, subject to exceptions, that commencing February
1, 2011, the delivery or transfer of ownership of handgun ammunition may
only occur in a face-to-face transaction, with the deliverer or transferor
being provided bona fide evidence of identity of the purchaser or other
transferee. A violation of these provisions would be a misdemeanor.
Quote:
“bona fide
evidence of majority and identity” means a document issued by a federal,
state, county, or municipal government, or subdivision or agency thereof,
including, but not limited to, a motor vehicle operator’s license, California
state identification card, identification card issued to a member of the Armed
Forces, or other form of identification that bears the name, date of birth,
description, and picture of the person.
And there is not a limit on amount.

You're assuming that it will go into effect. That is not a safe assumption.

But I'd agree with you on starting a business in California. If you have any way of starting it in another state or country - you should.

Not only will face-to-face transactions still be possible, they will be REQUIRED (subject to few exceptions like transferring to FFLs, etc.)

If the AB goes into effect expect ammo to be hard to get and bringing into California even in your personal car could be tricky if they turn the ag inpection stations into ammo search stations. And prices are going to get expensive due to the records keeping, fingerprinting, and such being labor intensive. if this AB is not knocked down it is going to get ugly.

I don't think it is illegal per the bill to bring ammunition in at all as far as I can tell. So it will be perfectly legal to visit the Cabelas in Reno NV and bring a load home.

Someone correct me if I am wrong--but point to the law not your paranoid conjecture Tea Party Obama socialist joker-makeup poster over-the-top delusional nonsense.
