Default How to get a california COE after FFL3

I recieved my FFL3 C & R license but need to get my COE. What is the easiest (LOL) way to do it and who do I contact? Thank you

Print out the Application for Certificate of Eligibility and follow the instructions on the form.

And you do know thatyou don't "have" to get a COE if you don't want, but that you dont' gain any of the priveledges that 03's that have a COE have.

wow, no kidding, that sentence is out there, and I can't blame it on any alcohol

Let's see if I can properly explain it this time.

"you do know that after you get your 03FFL in CA, there is no requirement to get the COE as well? But getting a COE along with an 03FFL does extend some privledges to you that you don't get if you just have an 03FFL."

IOTW: 03FFL in California is good for only three things...
Discounts.
Direct shipment of long rifles from out of state.
Free to import out of state C&R purchases.

Add the COE and you are exempted from the 1-in-30 handgun rule, and next Feb, will still be able to buy ammo online.

Sadly... in-state handguns still need to go through an FFL.

However, most out of state ammo sellers already plan to discontinue all sales of pistol ammo (if not all ammo) to CA upon the law going into affect. So your 03 _ COE won't help you much.

So who has used their 03 FFL + COE to be exempted from the 10 wait period on a non-C&R weapon?

DoJ FAQ's say no.

Wording in legislation suggests otherwise.

Could I please see the PC on this. I'd like some clarification. Yesterday I was doing a PPT with my favorite FFL. At the same time another customer bought a S&W rimfire AR using his COE and FFL03. Handed over some cash, a copy of his ffl/coe(?), filled out the dros and left with the rifle.

I'm not going to share the name of the FLL but after the man left with his rifle, I suddenly wanted that 03 and COE. Before I start filling out a form I'd like that clarified. Thx

On the date that the delivery, sale, or transfer is made, the dealer delivering the firearm shall transmit to the Department of Justice an electronic or telephonic report of the transaction as is indicated in subdivision (b) or (c) of Section 12077.
the bolded section says that a person with a C&R + COE is exempt from the waiting period when buying from a dealer. The underlined section says that he still has to fill out the DROS, but that he can "cash and carry" after that.

The only guns an 03FFL can walk with without waiting the 10 days are curio and relic firearms. Any FFL handing them non-C&R firearms without waiting the 10 days is in for a rude awakening if DOJ happens to recognize it.

There is some confusion on the 1 every 30 day rule, and I think the 1-30 vs the 1-10 is why some FFLs won't recognize the 03/COE as exempt from 1-30 for non-C&R handguns.

03+COE exemptions:
1-10 = C&R only
1-30 = Any handgun

J&G Sales in Prescott told me they would honor the C&R + COE exemption for handgun ammo after February.

Yeah, that's why I'm afraid many suppliers just won't bother. J&G said they already have modified their C&R Licensee database to add a field for COE's. Not bad for an out of state company who otherwise wouldn't have to deal with it.

I have never been disappointed with a purchase from them. Best ad in Shotgun News.

If you are buying from a California licensed dealer then you still have to DROS and pay the $25 fee. But you can skip the 10 day waiting period. That's how it is now and it stays the same after January 1, 2014.

Up until January 1, 2014, if you are buying a C&R long gun that is over 50 years old from somebody who is not a California licensed dealer, then you don't have to DROS or pay the $25 DROS fee. You don't even need the COE for this. And if you are buying from another California resident (who is not a California licensed dealer) you don't even need a C&R FFL.

Starting January 1, 2014 you will need a C&R FFL and a COE if you want to acquire C&R long guns without going through a California licensed dealer. California's 50 year old restrictions goes away then too, so you can acquire C&R long guns of any age without going through a California licensed dealer if you have a C&R FFL and a COE. You will have to self register any C&R long guns acquired this way by mailing in a form to CalDOJ along with a fee (currently $19).

First, I know this thread is older than dirt.

I did my livescan yesterday and mailed the form. How long can I expect to wait until I get the Certificate in the mail? Is it months or weeks?

Mine took about 3 weeks. Sadly, as others pointed out, the FFL-03 plus COE combo isn't good for much in California anymore. I went that route to order a Garand M1 directly from CMP, and recently was hoping to be exempt from the 1-in-30 rule on non-CRF handguns, but the California Attorney General interprets this differently.

You need the COE to personally import a C&R that you purchase out of state.
You need the COE to cash-and-carry C&R long guns.

You also need the 03/COE to provide an exemption from the new ammunition restrictions. Purchase out of state, face to face, or if you can find a vendor who recognizes the exemption, online.

I did my live scan on May 9 and sent the application in the same day. The CoE just arrived on Saturday, July 2.

That should give you an idea of the current wait time. Sorry for the bad news...

For the COE you have to renew every years, but no livescan and make sure you send the renewal in in plenty of time so the old COE doesn't expire before the you receive the new one.

CADOJ normally sends you a renewal form about 2 months in advance.
