Looks like he laid chain link fence over his rifle and painted it.

Looks to be chicken wire to me. It's flexible and could be wrapped around the rifle and would also create the odd angles you see around the bends.

That and it looks as if there is a crack at the lug nut @ one o'clock position. BIT inspection won't go well with that one!
