Default FFL License to Resell Ammo?

Do you need an FFL license to order and resell ammo? I'm not talking about all this back and forth about scooping up Walmart ammo. I'm talking about a legitimate store... do they need an FFL to order ammo from the manufactures and resell?

whoa i guess you better not make armor piercing "ammunition" cause that is an expensive license

is reloading or handloading manufacturing or is manufacturing the actual act of building the components and assembling them

Reloading, handloading, and manufacturing of ammunition components including bullets, primers, brass, and powder is all considered manufacturing ammunition and requires an 06 FFL; 07 FFLs can also manufacture ammo and components.

Note there is an FFL for the manufacturing of ammo and components, not dealing. There is no federal requirement of any license to sell ammunition loaded by others. If you load and sell ammunition, like me, you need an 06 or 07 FFL.

Great point...Now that I've taken a closer look at the above list... I dont see a license listed that needs an FFL to resell factory ammo. So does this mean an FFL is NOT needed for a store to resell factory ammo?

Yes. That is correct. Your state might have a license needed (doubt it) but there is no FFL required or available for ammo sales, just ammo making.

For discounts on ammo from distributors, etc, some will only ship ammo to FFLs but some will take a sales tax license or retail license as proof you are a business, since no FFL is needed.
