Default 2012 CALIFORNIA BILL INDEX THREAD

Let's use this thread as an index to the bill threads here on Calguns - find them, start a real thread, post a link to the thread here.

'Real thread' titles need to be specific:

2012 -- the year introduced, so when someone necroposts in 2013 we know the bill is not current

AB or SB ###

Topic of the bill

So, "SB 124: 2011 DeLeon Ammunition Bill" has all the info in the title. (The colors are here just to identify the parts - nobody should use them, unless they think it's fun or something, but they won't appear in color on the forum page.)

Discussion on the bills, status updates, etc. should go in the specific bill threads.

Bill threads should have a link to the bill page, not just the bill text as introduced - since the bills get amended, and the bill status is at the bill page link.

Well, here we are.

The legislature reconvenes WEDNESDAY, JANUARY 4, 2012

January Deadlines

Jan. 1 Statutes take effect (Art. IV, Sec. 8(c)).
Jan. 4 Legislature reconvenes (J.R. 51(a)(1)).
Jan. 10 Budget must be submitted by Governor on or before this date (Art. IV, Sec. 12 (a)).
Jan. 13 Last day for policy committees to hear and report bills introduced in 2011 for referral to fiscal committees (J.R. 61(b)(1)).
Jan. 16 Martin Luther King, Jr. Day
Jan. 20 Last day for any committee to hear and report to the Floor bills introduced in their house in 2011 (J.R. 61(b)(2)).
Jan. 27 Last day to submit bill requests to the Office of the Legislative Counsel.
Jan. 31 Last day for each house to pass bills introduced in 2011 (Art. IV, Sec. 10(c)) (J.R. 61(b)(3)).

Feb. 24 Last day for bills to be introduced (J.R. 61(b)(4)) (J.R. 54(a)).

Apr. 27 Last day for policy committees to hear and report to fiscal committees fiscal bills introduced in their house (J.R. 61(b)(5)).

May Deadlines

You may be interested to know that, as of the end of the first full day of business (Jan 5), the Legislature has not introduced anything new that would be anti-gun.

New bills, for this month, seem to be starting at around 1430 for the Assembly. Can't pin that info down for the Senate, though it seems to be above 942.

Also note we're getting some 'gut and amend' activity on bills introduced last year; one example is AB 266, originally by Ammiano, as some odd thing about a 'Statewide Sports Authority', but now about who can play on school sports teams.

AB 1135 is a spot bill, real content unknown.

(A 'spot bill' holds a 'spot' that can later be filled with something else.)

AB281 on contempt, failed passage in PS. I think it's dead.

Just heard about SB249 (Yee) amended May 22, 2012 regarding assualt weapon conversion kits. I"m a newbie on the ways of our kids under the capital dome but I thought bills had a February 24th deadline ? I assume this dose not apply to ammendments to existing bills ? Where is is this bill in the process/committee ?

249 is a victim of the legislative process of 'gut and amend' - perfectly within the bizarre rules of the legislature.

I looked today- it's still in the Assembly Agriculture committee, (because its original content was Ag) but has been referred to the Rules Committee.

The language in the bill appears flawed. It would "prohibit any person from importing, making, selling, loaning, transferring, or possessing any conversion kit, as defined, designed to convert certain firearms with a fixed magazine into
firearms with the capacity to accept a detachable magazine and other features making the firearm an assault weapon and would make violations subject to criminal penalties. "

As most of the "assault" weapons don't have fixed magazines already, it would appear to be exempt. In addition, other law makes it such that the use of a tool deems that the weapon has a fixed magazine.

I know I'm a little off the post, but is there somewhere that shows us who voted ANTI, so we all know who NOT to vote for, so if some of these bills are back again next year, maybe we can stop the ANTIs from being there too. I would think it would be in bold on the first page of the posts.
