We've already heard about Bobby Rush's HR 45, but did you know there are a few good bills introduced?

(I hope there's no LinkRot; these can be found again by going to Thomas and entering the term "firearms" in the Search Bill Summary & Status search box. That search will also bring up any new ones, as the session goes on.)

Wait wait.....HR 442....Does this mean that the NFA registry will be temporarily reopened for C&R items? So grandpa's old mp40 bringback could (theoretically) be registered?

That's what it's for. It's quite restrictive, but yes, it would cover a certain sub-set of bring-backs that were never registered. How many guns would it really bring into the registry? I don't know; it could end up being a very small number, or maybe there are a bunch of unreg'd MP40 bring-backs out there.

This bill has been introduced for a few years now. It's a good bill, because it would introduce the first "crack" in 922(o) and it would break the "sanctity" of the '86 freeze. However, it hasn't passed in the last few times they have introduced it, and I don't see that it would pass this time.

The other bill is the CCW reciprocity bill. That has been introduced every session for the past several years. It gets more and more traction every time, but it will need way more traction to pass. Today it would need to come with a discharge petition to let it bypass all the committees, and it would need a veto-overriding majority. It would be a great bill but I don't see it happening. I think we'll get some form of mandatory CCW reciprocity through the courts, not from Congress.

Anyway, write your representatives, including your senators, asking them to support these bills, just so they know we're here.

National Right-To-Carry Reciprocity Bill Introduced

Friday, January 23, 2009


U.S. Representatives Cliff Stearns (R-Fla.) and Rick Boucher (D-Va.), recently introduced H.R. 197-- the "National Right-to-Carry Reciprocity Act of 2009"--a bill that would provide national recognition for valid state Right-to-Carry licensees.

The bill would allow any person with a valid carry permit or license issued by a state, to carry a concealed firearm in any other state if the permit holder meets certain criteria. In states that issue permits, a state's laws governing where concealed firearms may be carried would apply within its borders. In states that do not issue carry permits, a federal standard would apply. The bill would not create a federal licensing system; it would simply require the states to recognize each other's carry permits, just as they recognize drivers' licenses.

Senator John Thune (R-S.D.) is expected to introduce the Senate companion bill in the near future. Rep. Stearns has introduced such legislation since 1995.
