No, you actually cannot register it as an assault weapon. The window for that has passed and your AR has to be built up either featureless or fixed mag.

The purchase itself is fully legal.

But please note, as previous posters have pointed out, that you're significantly limited in how you can build out that lower:

1) Nothing that would create an "Assault Weapon"

2) No pistol build, unless the receiver is DROS'd as a handgun (that ain't going to happen unless you're an LEO). Even if you do DROS it as a handgun, you're limited to a dimensionally and design compliant single-shot.

It's also generally cost prohibitive. Not as pointless as ordering bricks online but close. Add shipping, tax, the receiving FFL's transfer fee, and it's very possible for the bargain $40 stripped lower to now be $150 before you even pay for DROS. Unless there's s specific stamping you're looking for it's not worth it.

I'd buy 5 lowers, one shipping fee and lower DROS fees.

You can also build a .22 rim fire AR.
