Default C&R handguns

I tried searching for a thread on this, its either too far back or I missed it somehow if its there. Hope its ok to ask here. With a C&R and COE, whats the process on buying qualified handguns?
I can buy out of state and bring them in and self register?
If i buy in state, I have to go through a FFL01 but dont have to do 10day wait?
Do i have any of that wrong and is there any other info pertinent?

Out of State- bring in 5 days to register
In State-thru FFL 01 exempt wait with FFL 03 and COE if they know how to input it right for the exemption.

That's essentially it, although buying & receiving out of state you need the C&R FFL only. The COE is for "in state" direct receipt (shipping of long guns) or buying from an FFL. I've found it best when buying out of state to tell the seller "I have a C&R FFL" first before "I'm from California". Don't bother mentioning COE, their eyes will glaze over or they'll think "hmmm, something's up" and decline. You'll need to get the seller's info, that can be a stumbling block. It never hurts to do a bit of chit chat and establish A) you both like guns and B) you both think CA sucks. Be certain to leave a copy of your signed C&R. What they do with it is up to them.

I just bought a 1977 made Smith 25 "125 year commemorative" and it didn't dawn on me the gun was C&R eligible. I mention it just as a reminder to not make assumptions regarding what is or is not C&R eligible. There are all sorts of "under 50 year old" C&R eligible guns out there. BTW, if anyone's interested in getting a Model 25 in 45 Colt there are more than a few on GB - of course the roster restrictions don't apply.

On the other end, some FFL dealers aren't up to speed on C&Rs. They either don't do it or (and I've run across one or two) some think any SA revolver even a brand new made is C&R eligible. Or that a discontinued gun like a Model 28 Smith is, or that only the "over 50 year old" versions of a gun listed in the ATF's C&R book are eligible, such as the 1953 to 1969 Colt OMM.

In state I tend to reserve my C&R buying to FFLs I have a relationship with. Buying often leads to some version of "not sure what we do - "DROS or no DROS?", "is cert & recert date the same?" are usually asked by someone doing the paperwork. You don't want the gun store to default to not using the C&R option for lack of familiarity, at the same time you know how some can get a bit grumpy when the buyer tries to make a suggestion on how something should be done. Understandable considering how some offer the "advice" so being a repeat customer can help.
