These are generally used for out of state CVS applications.

Surprised that a senior member was unfamiliar with this.....?!

Very familiar with rolling....printed countless people.
my question was more in regards towards the FBI Blue Card...was unfamiliar with that.
Never looked into out of state requirements.

I can't answer your question on ink fingerprinting.

When I applied years ago for a Florida CHL, they required LEO to complete the card.

Independent stores who do prints are not accepted.....

I don't know if that is still the case or what is needed for your application

I had my blue cards for AZ and UT done at a ups store. If they're unfamiliar with the term, just tell then you need ink rolled finger prints.

The best prices are probably going to be found at your local LEA.

I roll two cards for $25 total but, I'm not close to Riverside. Most private places charge $15-$35 per card.

Found that RSD in the Criminal Justice Building Downtown does it for $10 per card.
