Handgun receivers/frames are not listed on the Roster of Handguns Certified for Sale, which means they can only be legally transferred via exemption (LEO sale, PPT, etc.).

For what it's worth, I was able to successfully PPT a complete pistol lower w/ bullet button (which doesn't matter since there's no upper on it). DROS paperwork listed it as a handgun, and the "Receiver Only?" box had a yes on it.
As for value, I traded a Sig P220 for a complete hardened arms lower w/ a Sig brace. I can always get another P220 down the line. |

And to those asking, yes you can still DROS AR pistol lower because it doesn't have to be built in to a AW, it could be built with fixed mag, or no gas/piston, etc. As for Glock frames, I just DROS a Glock frame last week.

Reasonable price?
You do realize this is Calguns? Just a few months ago, didn't someone buy a $1500 Glock Gen5? And other $500 stock, off-roster polymer guns routinely sell for double. The market value for a pistol lower in CA is whatever the buyer is willing to pay/trade for.
