The old section for the flash suppressor was 12276.1, which said that if it had a detachable magazine and was centerfire, then it was considered a so-called a-salt weapon. If you install a bullet button, then it no longer has a detachable magazine. You should check the new sections to see if anything changed.
You might try using a middleman FFL to deal with it since they would be more familiar with the laws. I don't know of any law which requires the muzzlebreak to be welded or pinned on.
