No, If your rifle has a fixed magazine (requiring you to open the action to remove the mag) then you do not have to do anything

Even for self built rifles? Sorry for the questions. I've been doing some reading around here, but have been getting a lot of mixed answers. I just want to stay on the legal side.

If your rifle is self built from an 80% lower, then you have a few choices. You can engrave the relevant information (make- your first and last name, model of your choosing, city and state manufactured, caliber, and serial of your choosing) and submit a volReg form prior to July 2018 OR you can request a DOJ serial number using the BOF-1008 form then engrave the relevant information using their serial number instead.

Since your rifle is fixed mag, the aw registration laws don’t apply to your firearm


If your lower was manufactured by a licensed gun manufacture and you received it through a gun store or private party and assembled your rifle to fixed mag, there is nothing you have to do as your gun is not considered “self built”

I think the last paragraph pertains to me. I had got two lowers from PSA, Both were sent to a FFL and DROS'd. So all I would have to do is, engrave per ATF requirements by 7/18 with the serials of my choice?

No, you don’t have to do anything. Your lowers were manufactured by PSA and already has a serial number. Your rifle is also fixed magazine which means you are exempt from registration. You don’t have to do anything.

Now just remember, a bullet button no longer means fixed magazine, so make sure your rifle requires you to disassemble the action to release the magazine, rather than using a tool or the tip of a bullet to release
