Default Intrafamily handgun from CA to WI

Wisconsin has no background checks for PPT. But since I want to give my dad (in WI) my old 1911 that is registered to me here in CA I need to ship to an FFL in WI?

I can do that directly via common carrier shipper or do I need to go through FFL here? If I can FedEx direct to an FFL I then just send DOJ the "no longer in possession form"?

Federal law requires that transfers of handguns between residents of different states must be facilitated through an FFL in the recipient's state of residence.

There is no law that says an FFL may not receive a handgun from an individual, but there also isn't anything which says the must. Its up to the receiving FFL.

Dad needs the WI FFL per Federal law; best for him to find one convenient to him, and ask how that FFL runs the business.

Using an FFL to ship may prove economical and convenient for you; FFL to FFL shipment is not required by any law of which I am aware.

Yes, since you are residents of different states, it has to be transferred through a FFL in the state of residence of the person receiving it.

You need to ask the FFL in WI if they will accept it directly from a private party. There is no law against it, but some FFLs won't.

In addition, you should check to see what a FFL near you will charge to ship it since FFLs can ship handguns USPS and private parties can not. FedEx/UPS have rules that require overnight shipping, which can make it more expensive than shipping it through a FFL.

Yes, you can send the form to the CA DOJ, although I don't know of any requirement and they just make a note about it.

I'm waiting on my FFL 03, any chance the shipping issue won't apply to me? I know the C&R doesn't get you much of anything but thought I'd ask.
