ATF charged my credit card for my FFL on New Years Eve. I keep slacking and not getting my livescan done though.

What does COE mean ? I looked up and found

What seems to be the problem? You asked this and got an answer two days ago in the context of “C&R 03-FFL + COE Privileges in 2019 California”. Your other definitions don’t meet the context.

Let me get this straight,, to exercise a 2A right in CA it's OK to:

"The ammunition vendor shall collect the ammunition purchaser’s or transferee’s name, date of birth, current address, gender, hair color, eye color, height, weight, and driver license or other government identification number,"

But to ask for simple identification when exercising the 15A it's considered racist voter suppression?

There's something that stinks in the CA kitchen.

The California Constitution disagrees with you:

If you have a 03 and a COE then yes you can buy ammo online and ship to your house. You just need to order from company that deals with these exceptions which there are many out there. Also as long as there is no local ordinances that prohibit ammo shipments to the house.

03 is federal, COE is only a state thing. You can have one or the other or both. Only CA cares that you have the COE for certain purposes.

If the three branches of government do not function as they were intended, some or all of the parties involved have abdicated their oath to support and defend the constitution of the United States. I have 3 email addresses . [ doesn't everyone ? ] .
Then my wife has one she does not know about [ won't even turn on
computer ] that is just for family .
Anyway , each of them is used for many things - everyone should use
all their's to send in .

So if you DROS'ed a firearm in the recent past and are not on any naughty list, after July 1st it's going to cost $1 extra to buy ammo? That sum it up, or am I missing something? I browsed through the 8 pages, where someone asked about the ammo purchase card, like the FSC, but did not see any response that said it's needed or not.

You pretty much summed it up accurately. The ammo card scheme was repealed a priori by the Legislature before the Proposition passed. Those who voted on the latter because they wanted to impose the scheme and those who scared gun owners about it, did not read the laws beforehand.

So if you had one of those nonsecure CA drivers license, does this ammo law stop you from buying ammo? Right now anyone can walk into a big5 and get ammo paying cash (correct me if I am wrong).

(a) As authorized by Penal Code section 30370, subdivision (c), the fee for a Basic Ammunition Eligibility Check is $19.00.
(b) The ammunition vendor shall collect the ammunition purchaser’s or transferee’s name, date of birth, current address, gender, hair color, eye color, height, weight, and driver license or other government identification number, in the manner described in Penal Code section 28180, and telephone number, United States citizenship status, federal Alien Registration Number or I- 94 (if applicable), place of birth, alias name(s), race, and enter this information into the DES website.
(c) The ammunition vendor will provide the purchaser or transferee an ATN to monitor the status of the Basic Ammunition Eligibility Check through the Department’s CFARS website.
(1) An approved Basic Ammunition Eligibility Check can only be used for one ammunition purchase or transfer, and the approval expires 30-calendar days from when it is issued.

I have written and emailed them numerous times and I usually get nothing or a canned form letter telling me they know better than I do and they do not give a rip. They have a large trash can for our letters.

they (DOJ and Democrats) don't care what we say. They (DOJ and Democrats) will do what ever they want. Get the hint? Hopefully you do because it's game over in this state minus a SCOTUS case favors 2A. But of course once again they (DOJ and Democrats) will ignore it anyway.

Maybe I missed something but does online sales change after July 1? As with the COE and 03 can I still buy online from a vender who will still do business in Ca?

No change there. The July 2019 change affects electronic transmittal of CA FTF transaction clearance before purchase. The COE can be used for identification and clearance for FTF ammo, but will still cost a buck.
