OP is asking if you can still get blocked mags (10/30). Some commentators are confusing it with hi cap rebuilds (not blocked).

The answer is yes, you can still get blocked mags.

That is not what I am asking. Sorry, I will rephrase my question. I am asking if one has a higher than 10 round capacity magazine and wants to get it pinned to said 10 rounds. Where if any in the northern LA area can that be accomplished if at all today?

Today? Don't know. But, you could do it yourself if you have the tools/epoxy and order the correct Magblocks.

I'm not that inclined to trust myself to do such work. If I pick one up I want to know if it is legal and a place I can get it converted to a reliable 10 round mag I can depend on. The rules and laws keep changing so fast out here it is hard to keep up even with a score card especially for us old guys. It seems every time I go into a gun store which is once every couple of years someone has thrown all the laws that were in effect out the window and made new ones retroactive.

It is CA legal to do what you asked. [PC 32425]

You just need to find a CA defined "gunsmith" [PC 16630] or CA FFL dealer with a large capacity magazine permit to do the work you want done to your large capacity magazines.

Penal Code 32425
Section 32310 does not apply to any of the following:
(a) The lending or giving of any large-capacity magazine to a person licensed pursuant to Sections 26700 to 26915, inclusive, or to a gunsmith, for the purposes of maintenance, repair, or modification of that large-capacity magazine.
(b) The possession of any large-capacity magazine by a person specified in subdivision (a) for the purposes specified in subdivision (a).
(c) The return to its owner of any large-capacity magazine by a person specified in subdivision (a).

Penal Code 16630
As used in this part, “gunsmith” means any person who is licensed as a dealer pursuant to Chapter 44 (commencing with Section 921) of Title 18 of the United States Code and the regulations issued pursuant thereto, who is engaged primarily in the business of repairing firearms, or making or fitting special barrels, stocks, or trigger mechanisms to firearms, or the agent or employee of that person.

Is it hard to rivet a mag?

How about CAlegalmags or jestice arms. Maybe reach out to them.

Guesstimating the correct spot to put it is the only tricky part.
