Default LA: Exemption to DROS 2 Handguns in 30 Days

I just recently found out that LA has it's own city ordinance broadly denying a DROS to receive 2 handguns in 30 days, regardless of Private Party Transfer purchases, however there are exemptions.

My situation: I purchased the same model of firearm that was stolen from me last year via PPT in Burbank, and am interested in DROS-ing a second firearm (not one of the models I previously owned) via consignment at Turner's in Reseda, LA.

Can I use the exemption (#16, page 3) for my purpose?

No one at Turner's had any clue about this exemption.

Looks like it might, but I read it as applying to the replacement gun, not another subsequent purchase -

Now, convincing a dealer seems to be the next hurdle - by which time I expect it will be outside your 30-day window, and the sale would go through.

Seems like the exemption would not apply since you are not buying the same gun as the one stolen, in the transaction you wish to be exempted. You would be buying a completely different gun. Had you done it the other way ‘round, then yes.
