Are both residents of CA? If so, you can fill out the form or do it online (CFARS). It would cost $19 vs $35.

Help !!

This is the answer I received from Applied Kinetics

Intra Family Transfers are usually done by the person receiving the firearm either online (see link below) or mail. Attached is the form.
Note that the firearm must be California Compliant since your father is bringing in a firearm to California from another state.

This is the answer I received from Norco Armory

The California Department of Justice intra-familial transfer form is available online as long as the firearm is California compliant. Fill it out and mail it in. The cost is $19. If you would like to come into the store I can print it out for you and go over it with you

I THINK this is incorrect from my understanding I will bring my gun I am the father from AZ to my son in CA , Transfer must be done through FFL and Roster is Exempt. Are they incorrect on both accounts?

Definitely wrong info, I avoid places like that as I get nervous dealing with people who don't bother understanding the law.

Transfer of firearms between residents of two different states has to go through a FFL in the state of residence of the recipient per Federal law.

It can not be a so-called a-salt weapon.

Intra-familial transfers are exempt from the roster with documentation.
