Default Inoperable Receiver

I deal with movie / TV prop guns in addition to regular FFL transactions.

I am getting in a stripped but numbered bolt action rifle receiver. It has been cut, welded, etc. and could never, ever, be used to fire a cartridge. It is part of an iconic sci-fi "blaster" but is IS a numbered receiver.

The out of state current owner is sending it private person to FFL. The receiver has not been officially documented as inert, disabled, etc. The original prop maker bought it as a complete rifle, built the prop using the gutted receiver, and now it's heading this way.

The new owner would prefer not to have it DROS'd to him but if I don't find a legal exemption he's willing to do it.

ANY IDEAS?? Thanks for any help.

If it isn't a firearm anymore, then it wouldn't have to be DROS'd, but I suspect you would have to send it to the BATF for a ruling.
