Doesn't look like it.

Source: PSA Terms and Conditions page (which some people never read?)

http://palmettostatearmory.com/index...stomer-service

---------------------------------------

Magazines – We abide by all state, federal and local laws regarding magazines. If you are law enforcement in CA (AR-15/AK High Capacity Magazines Sold as Rebuild Kits ONLY), HI, MA, NJ, MD or NY, you must call your order in.

Magazine Ordering Restrictions:

We abide by all state regulations regarding the sale of high capacity magazines. We DO NOT ship high capacity magazines (those greater than 10 rounds) with firearms to the states listed below. We will not replace high capacity magazines with state compliant magazines, nor do we offer refunds in place of the magazines. The responsibility for understanding state laws regarding magazine capacities is on the customer.

Customers ordering PSA AR-15 rifles from states regulating magazine capacity will receive a compliant magazine in place of the standard 30 round magazine. (Palmetto State Armory manufactured rifles only!)

States with applied magazine restrictions:

California - no magazines greater than 10 rounds

Maryland - no magazines greater than 20 rounds

New Jersey - no magazines greater than 15 rounds

New York - no magazines greater than 10 rounds

Hawaii - no magazines greater than 10 rounds

Illinois - no magazines greater than 12 rounds (Chicago/Cook county)

- no magazines greater than 15 rounds (Aurora area)

Massachusetts - no magazines greater than 10 rounds

Ohio - no magazines greater than 30 rounds

Exceptions:

*L.E.Os must provide both their credentials and a letterhead signed by their department's superior officer stating that the magazine/weapon will be used in the execution of the L.E.O's duties.

*California customers may have their high cap magazines shipped to those FFLs that possess a HIGH CAPACITY MAGAZINE PERMIT, and that offer re-pinning services. The permit must be received by PSA's compliance dept. before the magazine ships.

**snip**

This threw me off as well as I looked for the policy, terms and conditions on the website. This post on PSA's area of the forum states:

Thanks,

So what you're saying is that people from California who are non EO just tied up their money due to PSA's policies on high capacity magazines?

I ordered some of these the last time they were in stock. I received an email saying that they could not ship them to me, as I was in California, and that my order would be cancelled. The next day I received my mags, disassembled. Go figure.

They will take them apart for CA but Only AK and AR 223 Mags at no extra charge. It is not something they advertise widely in fact I have only seen it acknowledged here on CALGUNS by PSA.

Would be handy if they posted their rebuild kit guidelines in their sub forum here on Calguns wouldn't it? Oh wait.
