Default Looking for FFL in LA to help me buy AR 15 and make it compliant

Hello everyone,

I've been thinking about buying an AR 15 lately and have been reading about all the regulations in California. I found this Swith & Wesson M&P 15 which I believe would be a good first AR for me. I already have a handgun and a shotgun and go to the range occasionally.

I contacted DEGuns.net and they are willing to ship the rifle as long as the FFL can either take the "features" away or make the magazine fixed. Do you know a FFL who would be willing to do that in or around Los Angeles (91006) ?

Edit: Added the link

It has to be a non AW prior to entering this state. There are plenty of local FFLs who can help you though. Try Addax in San Fernando. Also, don't think that buying online and having it shipped is going to save you too much. Figure shipping will be around $20-$30 and FFL fees to receive it will probably be close to $100. You'll have to pay state sales tax for any CA FFL who does the transfer so, that's another expense to factor in.

From the link, the firearm is considered an assault weapon under CA laws and can not be legally imported into CA for a non-exempt person.

It needs to be made CA legal prior to being shipped to CA.

A CA FFL dealer without an assault weapons permit can not legally accept a shipment of an assault weapon.

A CA FFL dealer with an assault weapons permit can not accept a shipment of an assault weapon and make it into a non-assault weapon.
^Doing so is grounds to have their assault weapons permit revoked.

So, you will need to buy the firearm and have it shipped to an out-of-state FFL, who will then modify it to be CA legal.
After which that out-of-state FFL will then ship it to your CA FFL dealer.

Thank you for the detailed explanation. It seems like a lot of trouble to ship it to an out of state FFL first to modify it before he ships it to a CA FFL. I will probably just buy locally or get the lower and upper separately and build it myself.

You can have the firearms shipped to a California FFL07 (Manufacturer) with an AW permit, and they can do what you ask for a nominal fee.

Check with Addax Tactical in San Fernando. In the end might end up being cheaper to just get a compliant AR directly from them.

This is incorrect. CA DOJ does not allow DWP holders to import AW's and make them CA compliant even if they have an 07

See the 3/14/16 DES bulletin

Quote:
REMINDERS FOR CURRENT DWP HOLDERS:
 You may only engage in activities (relative to assault weapons) pursuant to
the conditions outlined on your DWP. Engaging in activities outside of
those conditions may result in the revocation of your license/permit.

 There is no DWP condition that authorizes CFDs to convert assault weapons
into California compliant firearms for the purpose of sales. Such action may
result in the revocation of your DWP.

Oh, bummer and good to know... In that case, the only option would be to build it behind enemy lines from a receiver, or have it imported compliant.

SALES@ALPHACATOUTDOORSUPPLY.COM Is a dealer in AZ that does this kind of thing. He is member on this forum; "Audiophil2" I think. You should be able to email him or send him a PM. I've never used his services but seems to have reasonable rates. Still might be better to just build one yourself...

Bruh, just go into Turners (or whatever LGS) and buy a CA compliant AR. I'm sure they have them. You're over complicating this issue.

Pay the shipping costs to out of state dealer, pay out of state dealer to modify a basic AR-15, pay shipping costs back to your FFL in CA, pay that dealer their interstate transfer fee, pay tax on the total invoice price to get the gun to CA. Or drive to turners grab a ticket wait in line do your DROS and come back 10 days later with the same gun and probably save $100 in fees all along the way for the same gun.

Basic AR $599
Shipping $25
Middleman fee $50 plus parts $25
Shipping $25
CA dealer interstate fee $25 (what I charge)
Tax on all the modifications and shipping at 9.5%

Or go to Turners and pay $650 for one already on the self. It’s a no brainer. It’s not like the OP wanted something that’s impossible to find or some super duper awesome AR-15. Just go to turners and grab one today.

I just bought a pws 9mm rifle and had it shipped to audiophil2. I mailed him the parts and he switched them out. He mailed it to my ffl. Transaction was smooth with no problems.

Oh, Phil is great. It just seems that his services are unnecessary for what the OP was trying to accomplish.

Thank you everyone for your feedback. As I wrote a few days ago, it's too much trouble to try to buy the rifle on sale and have it shipped to someone out of state to make the changes before having it shipped here.
I've been thinking about building my own AR, rather than buying an AR locally and then modifying it. Please let me know what you think I have created another post for that.

If you want, I or any other firearm professional can make the gun CA compliant so it arrives at your dealer CA compliant and ready to DROS immediately.
