Initial COE Application Ė The fee is $71 which is collected by the Live Scan Operator during the required fingerprint submission. If you reside outside of the State of California and have your fingerprint images taken by your local law enforcement agency using hard cards, you must remit a check made payable to the DOJ in the amount of $71.

Renewal COE Application ĖThe fee is $22 which is paid when the application is submitted. If you renew your COE through the CFARS, your payment can be submitted electronically. If you renew your application using the manual COE application, you must remit a check made payable to the DOJ.

I just got an email from USPS "Informed Delivery Daily Digest", and I saw a copy of my FFL03 envelope, so total processing time on my case was 1 month.

It won't be valid for the COE, you have to do it again. Livescan isn't necessary for FFL03.

Why would it matter? Why would they care? You could also inform them of what you had for breakfast while your at it.

No, it doesn't matter. When you do the livescan for the COE it has a special routing and fee schedule. Previous livescans are immaterial.

Lightcav I know there is an ATI number that goes on the form and just did not know if that number would be in reference to me and if that number was already associated with me already based on previous livescan.

I called on my address change after not hearing anything for a month and they appear to have lost it, no record. While they have been great help on the phone and normally good....their mail room not so much??

I've never had anything lost in the mail in nearly 50 years. My initial FFL and later renewals were pretty quick.

Granted this time of year is hard on the postal system but I sure its all these new ammo only FFL3's are a big part of any issues they might be having.

Faxed it. Hope they redeem themselves.

Thanks. I ended hand initialing the boxes and signing where need be. Typed in everything else. Livescan completed & COE app sent in via CFARS on the 10th, FFL03 app mailed in yesterday.

Check with your local office of education.
The live scan fee was $4 in San Diego County last year for a total of $75 to submit COE fingerprints.

That was very fast for the 03. I've not read of it ever going that quick before.
Go buy something now! LOL
They have had my 03 application since Dec 10th, so running slower for me.
Not sure there is a pattern, seems almost random, some taking three months.

Got my COE within a week. Feds charged my Visa within 7 days, so I hope that means they're mailing it soon.

FYI LiveScan at UPS sucked for me - it would not take the prints - maybe the machine sucked, but I went to another place with a different type of scanner and it worked in like 10 mins.

I went to UPS also and it would not read my prints until I put lotion on my finger tips, however I had the same problem over a year ago at the Sherrifs dept they also made me use lotion on fingers.

You guys are getting a COE renewal in a week? Or a new COE?

Either way, that's blazing. They must be overwhelmed and are probably just running a simple NICS check at BoF or something.

I received a new COE and FFL03. COE took about 9 total days. FFL03 took a about 3.5 weeks. I was surprised how quick the FFL03 came especially since there were a couple of days of shutdown in the month.

Obviously they do not process in order received or something else delays some and not others. I'm still waiting coming up on two months.

OK, Question here.

Being that the ATF requires you to be 21 to hold an FFL do you have to be 21 when you send in your application or just 21 before they will send it back to you?

Basically can I send in my app a month or two before I turn 21 since they seem to be taking about 60 days to grant the license, or do I have to wait till after my birthday to submit?

My opinion would be to wait for birthday just to be certain there is no confusion, plus now we have reports of less then a month processing for some.

You have to be 21 to get approved. If they receive your application while you are 20, you could get denied and have to wait anyway. Iíd wait until after your birthday.

Agree. I could speculate but I have no facts. It would be interesting if anyone has data on how the ATF approves FFL03's. Is there a background check, etc.

Sent mine in around 11/22, fudged paperwork and it was sent back on the 15th of December. Sent in corrections on 1/09/18 after my return from vacation and I am still waiting. Called them about the status, and they said they are waiting for my check to clear as they had to send it to Alabama to have it processed. It's unfortunate but I guess this is what I get for failing to follow instructions.

Don't feel bad.
I looked mine over several times and after sending realized I had mistakenly initialized the box for having a safe, this didn't apply for C&R, was supposed to mark it NA. I never got a letter about correcting it so hopefully they overlook it. My lesson will be to have someone else check my work on any
future applications. Easy to miss things.
