Default Changes to CCW applications this year?

I was talking to my brother today. He was in a conversation at a gunshop with a CCW class instructor who said (sorry, I'm getting second hand info, no names,no specifics) that either after the first of the year, or after July 2019 all applications will be going through CA DoJ AND Federal DoJ for review. It will no longer be up to your respective County Sheriff or Chief of Police.

Any truth to this? I haven't heard anything about it & see no upcoming laws addressing it.

Well ok then! Is Ca DoJ getting involved at all, or is it still just up to the County Sheriff or Police Chief?

The only real change is the training requirement that specifies the number of hours and live-firing a course qualification with the guns you wish to carry. The new rule is that a new carry course be at least 8 hours, but not required to exceed 16 hours if memory serves me.

The CA DoJ has always been involved, but the Sherriff or CoP sets their own policy for things like Good Cause and Good Morals. As long as you can pass the background check and meet the issuing agencies (IA) requirements, you can be issued one. The DoJ isn't usually the hurdle, it's the IAs Good Cause requirement that is.

The law hasn't changed. CCW issuance is reviewed by both CADOJ and Fed through the fingerprinting (LiveScan) process.

26185. (a) (1) The fingerprints of each applicant shall be taken and two copies on forms prescribed by the Department of Justice shall be forwarded to the department.

(2) Upon receipt of the fingerprints and the fee as prescribed in Section 26190, the department shall promptly furnish the forwarding licensing authority a report of all data and information pertaining to any applicant of which there is a record in its office, including information as to whether the person is prohibited by state or federal law from possessing, receiving, owning, or purchasing a firearm.

(3) No license shall be issued by any licensing authority until after receipt of the report from the department.
The CADOJ continues to have authority to stop the licensure if the applicant is prohibited.
