Default How many of you have gotten a C&R FFL for ammo?

The whole business of buying high-priced in-state ammo is vexing. How many here have gotten a C&R FFL just so you can buy ammo online?

From what I'd heard, it's relatively easy to get a C&R FFL with about $130 in fees plus Live Scan cost.

I haven't been able to find out whether you need a CoE to buy ammo. If not, the $30 FFL is good for 5 years.

I searched for threads on this but did not find any...if this is a dupe, please point me to the thread.

There are at least 2 massive threads that were started last year before the changes went into effect. One thread lists the vendors who will accept the c&r for ammo. You need the COE as well as the ffl.

In the process, folks on here have been uber helpful. Easy as pie, and makes sense for most law abiding gun owners.

Got my 03FFL+COE about a year ago. Actually just submitted the COE renewal online through the CFARS system. It was super easy to renew, just pay $22.

Just do it.

Its so nice knowing I can order ammo online and have shipped to my door anytime I want. Also cool to be able to buy C&R guns, especially if I travel out of state and see a really good deal on something. Wish I had done it years ago.

I already had the 03/COE before it became useful for ammo. The ammo purchasing benefit is a nice bonus.

I’m running low on .45, and will need 9mm in the future, so I just started the process almost a month ago. Got the COE in less than two weeks, and waiting for the FFL 03 to come sometime early November.

Check “Activities and Interests: Ammo and Reloading” for a thread listing CA friendly sellers.

I got it primarily for ammo, but might do more research on some Curio and Relic Smith and Wesson’s or something. Maybe a period-correct PPK true “Bond” pistol?

The process was very simple. I have a CCW in California (and an uber-clean record), so I’m not sure if that facilitates the process (hope it does).

At the same time I applied for a AZ non-resident CCW. That took three weeks and was also a very easy process. Now I can carry in AZ and NV, among others.

Both of these “tasks” I had been thinking of doing for MONTHS, and finally got off my lazy butt to initiate it.

I have shipments monthly. The only dilemma I have is shooting all this ammo.

does a FFL & COE allow you to buy ammo past Jan 1 or am I confused and this is good to buy ammo for the long term ? I know there is a new ammo law that takes effect on Jan 1.

I solved the problem by reloading and buying enough stock to survive until I move out of state but getting a FFL and COE might still be a good idea.

The 03FFL/COE exemption survives the changes taking effect this year and next year.

Enough to make the FFL turn around time at the ATF to over 10 weeks lol

Since nobody here actually knows how many have gotten their 03FFL and COE just to buy ammo, I'm going to guess at least 30 people.

$130 is about right for the initial FFL fee and the COE's background check for your first year.
I think my livescan ran about $30.
COE will have to be renewed annually for $22

Me, cost around $90 and only took ~2 weeks from mailing form to receiving FFL03 from the ATF.

Live scan is like $71 (first time) isn’t it? Regardless of cost it is reasonable.

Plus correct me if I’m wrong but a lot of good stuff is heading to the c&r roster (based on age)

I just received my C&R FFL, but I cannot find either of the threads you mention that lists vendors who accept the C&R for ammo. I have searched using various combinations of ley words but cannot locate the threads.

I'd appreciate it if somebody who recalls the names of the threads to paste the URLs here.

Thanks!

You will also need your COE to be able to have ammo shipped into CA.

I've got my COE (got it in, like 2 weeks), waiting for the C&R for almost 2 months now.

a large reason is ammo related.

I've had it for close to a year now and have just renewed my COE. I have ordered ammo from Target Sports and it was very easy - just like people in free states.

Besides being able to buy bulk, it's also very convenient for getting anything that is less standard, whether it's a less common caliber, or a specific self defense bullet you're looking for. While my local Walmart stocks quite a bit of plinking ammo, getting anything outside of what's offered locally is good enough reason to get COE + FFL03.

Just renewed COE as well. Have 4 years left on 03FFL.
Target Sports is my go-to.

This reminded me to pay the annual $22 extortion payoff administrative fee to renew my COE.

There were two (maybe three) motivations for me to get the 03FFL and COE - 1. CMP 1911s, 2. CMP Garands, and 3. Online Ammo purchases.

Maybe if I can manage to get a bigger safe, I can get into the real C&R stuff.

I did specifically to purchase ammo.

Shoot a lot of .308 Match and Target sports USA has free shipping on bulk. Also send a lot of .357, .40S&W, .22lr, and 12G down range so it was a no brainer to me personally.

^^^ THIS!

I've made a few purchases with them since signing up for their PRIME membership. I have no issues with ordering a box of this or a single box of that since shipping on all orders(not jus bulk) is free with the membership.

Second ^^^THIS!

TSUSA Prime and the FFL03/COE has worked well for me.

The FFL03 should also be of benefit if you are buying ammo out of state and then driving it back after 7/1/2019.

What makes no sense to me is that an FFL03 will not exempt one from having to have a background check for ammo purchases at your local in-state store. It seems like double/triple/multiple taxation to me

03FFL is good for 3 years for $30.
COE renews every year for $22.

TOTAL for both is in the ballpark of $130.... $30 for the 03, $22 for the COE, and ~$70 for the Livescan.

I've never heard of anyone rejected for either. If you can pass background to buy a gun, you will get both.

Question.

Never purchased a C&R gun or rifle.

Do I need an 03/COE to purchase something C&R off Gunbroker without going through my FFL (for example)? Or is an FFL unavoidable?

C&R long guns can ship right to you with just a C&R.
C&R handguns have to go through an 01FFL if you are shipping them into CA.

Thank you, I misspoke. I have a reminder in my phone to renew but as I understood they provide a mailing reminding of the expiry date.

Good practice to have a reminder set. I just blew past my COE renewal a month or so ago because of my own user error on my reminder and CA DOJ didn't send any reminders. Luckily within the window to renew rather than reapply with new LiveScan etc. Not going to make the same mistake again or with the FFL03.

Yes, when I renewed the COE I read the window was 90 days past or have to re apply.
Good that you caught that. I had the COE renewal within 24 hrs of coughing up the $22

C&R Long guns shipping in from out of state have had to go through FFL dealers since 1/1/2015. No more home delivery at all.
