Legal to use at a school?
I'm posing this in the 2A legal section, as it has to do with GFSZ.
Is it legal to use a Hammer Shot on School Grounds? I would assume this is a "non-firearm" and if you were on school grounds for a legitimate and legal purpose, then there should be no issue. How about a non-school sanctioned footrace? Can you use a starters pistol to start the race? Is this also a Non-Firearm? The reason I pose this question, is that I run my dog at a local elementary school. I'm wanting to buy her a dummy launcher, but if I can't use it, then I ought to save my money. Am I setting myself up for a talk with the local police? Or is this okay and legal to use outside of school hours?

Not 100% sure, but knowing California it wouldn't suprose me if they consider a dummy launcher a firearm. It uses a shell with a gunpowder charge to shoot off a projectile after all.

This is using a .22 shell to drive a pin or nail into something. You drop the cartridge in, hit it with a hammer, and it drives the pin. I don't see why someone doing construction at a school couldnt use it. And as for a starter pistol, yes they can be used.

Not sure about the devices, but 'outside of school hours' has no influence - school zones exist 24/7/365.

True, but the issue coming up with LE, under a school lockdown, could have a very different outcome, then with children not present.

I'm unsure about the firearm status of such a thing, but I think there's something in the GFSZ rules where you can be permitted by someone in the administration (Principal or higher probably) to carry a firearm in such a zone.

Is the goal to have the noise or just the launcher? If you just want to throw something far, these work great.

I do not know about the dog launcher but would stay away from it.
Even if legal, having a starting gun would be a very bad idea for an unsanctioned race. I had adjunct duty at a track meet one time and was actually handed one by the principle and unless I actually had it in my hand you really could not tell it was not real. The hammer-shot I think would be somewhat of a grey area. To me it would boil down to if you fell into some kind of exemption like having permission to use it for a lawful purpose within the scope of your employment. For example, I teach high school shop and have two of them in my tool room and use them from time to time. I do keep the blanks locked up though.
