Seems pretty unbiased which I guess is a good thing.

The enhanced threat posed by active shooters and the swiftness with which active shooter incidents unfold support the importance of preparation by law enforcement officers and citizens alike.

The active aspect of the definition
inherently implies that both law enforcement personnel and citizens have the potential to affect the
outcome of the event based upon their responses to the situation.

The Citizen element. Is the most important aspect of this report...

Shame that citizens are restricted in most places from contributing to these outcomes.

Balderdash. According to the Mass Media, Democrat Politicians, and Clueless
Anti Gun Protestors, the NRA killed everyone in these mass shootings,
and yet not a single incident was attributed to a NRA member.

Sarcasm aside, lets exam one of the shootings:

First Baptist Church in Sutherland Springs, Texas (House of Worship)
On November 5, 2017, at 11:20 a.m., Devin Patrick Kelley, 26, armed with a
rifle, exited his vehicle and began shooting outside the First Baptist Church
in Sutherland Springs, Texas. He then entered the church and continued
shooting at members of the congregation. The shooter exited the church and
was confronted by a citizen who possessed a valid firearms permit. The
citizen shot the shooter twice, causing the shooter to drop his rifle and flee
the scene in his vehicle. The armed citizen, together with the owner of a
pickup truck, pursued the shooter. The chase ended when the shooter’s
vehicle struck a road sign and overturned. Twenty-six people were killed;
20 were wounded. The shooter committed suicide with a handgun he had
in his vehicle before police arrived.



Some observations:

Since when do you need a "valid firearms permit" in Texas to use an AR15 ?
I noticed this reference in others as well, with its Implication that you need a
"Valid Firearms Permit" in all of these cases, which is Very Misleading.

No mention of the failure of the Air Force to report denial of firearms.
No mention citizen who stopped shooter was a NRA member, & ex-instructor.
And in todays politically charged environment, I would think that info might
be of importance.
Listing the Name of the Murderer, but Not the names of the Hero's who
stopped them also seems to be an odd choice.
