Easier if you entirely avoid Los Angeles and Orange and San Diego counties ...

Los Angeles is pretty much not going to approve you.
Orange has been approving quite a few lately, Assuming clean record and a reasonable good cause. Riverside county is probably your best bet if that's a option for you.

And currently, San Bernardino County has a one year residency requirement (need to live in the county for 1 or more years, prior to applying).
