Default Glock 17 receiver is't a Glock 17 per the roster...

...so my FFL won't do the transfer. That is what they told me today. How can that be?

Simple, it isn't as tested. Modifications mean it isn't considered to be on the list, which includes engraving, color change, grips, change in parts, etc., which also includes missing parts.

Plus, no way to DROS it anyways. For an on-roster dealer sale there is no place for a stripped frame, only a complete handgun. Moreover, the stripped frame doesn't have an action type, caliber or barrel length. And it is not roster exempt.

Or are you exempt? Or did the dealer falsify the DROS and mark it is a complete handgun?

Well unless you had an exemption to the roster you shouldn’t have. And if you did have a roster exemption then your post really doesn’t help the thread since it’s implied in the OP that he was told he couldn’t do it by his dealer thus indicating he isn’t exempt either.

Also is different if it was DROSd to you as a long gun...you may want to double check your DROS if it was done that way and your intent was to build a pistol.

From looking at your iTrader feedback, you bought that PPT from another Calgunner - which is a roster exempt transfer. That is not what OP is talking about.

OP - there are no bare pistol frames on the roster. Also, if a roster gun is substantially modified from the roster config, then it also is not on roster. Handgun transfers that are subject to the roster, must be in the roster tested configuration.

The Roster listing indicates caliber and barrel length.

Since a receiver does not have a barrel and caliber, it does not match the caliber and barrel length listing.

Since it does not exactly match what is listed, it is considered off-Roster and can only be legally transferred via an exemption (LEO sale, PPT, etc.)
