Default Active military off roster handgun?

Hi guys, my daughter is active military, can she buy off roster guns in CA? I know LEOs can but not sure about military.

No she can't.

However if your a non CA resident. You can gift her your off rooster pistol.

If Dad isn't a CA resident he could buy what he wants in the Free States and gift it to his daughter here in CA.

True. But if he wants the gun for his daughter here in CA this would help him. Not sure what his needs are.

If her duty station is ever a state other than CA, she can purchase off roster handguns, i.e., she attends a 9 month course in OH and her orders states her duty station is OH.

The only way I can think of for Dad to buy it in a free state for his daughter is explained in the InterState, IntraFamilial sticky. To be legal, Dad cannot use the daughter's funds. It must be a true gift. If not, they are each flirting with 5 years in a federal prison.

Don't confuse TAD with PCS orders. I expect that a 9 month training transfer would involve PCS, but be sure. Also, it isn't at all clear if your suggestion works if the member was a CA resident when entering active duty, which may not have been of what you were thinking.
