Default 1 in 30 for all guns bill sent to suspense file

I got an NRA-ILA alert this morning:

On Monday, April 30, the Senate Appropriations committee sent SB 1100 to the suspense file to be heard at a later date.

Senate Bill 1100, sponsored by Senator Anthony Portantino (D-25), would place further restrictions on law abiding citizens by expanding the current one gun a month restriction for handguns to include all guns and raises the purchase age for long guns to 21.
Can anyone explain what this means ? I tried googling the suspense file and it seems like, its kind of a legal limbo where bills go when they will actually cost money to implement ? What are the chances that this bill will just go away ?

Suspense file means essentially "placed in stealth mode"

DeLeon once placed a bill in suspense file and then moved it 10 minutes later when the cameras were turned off

There is no value at all complaining or analyzing or reading tea leaves to decide what these bills really mean or actually do; any bill with a chance to pass will be bad for gun owners.

The details only count after the Governor signs the bills.

Not a lawyer, just Some Guy On The Interwebs.
