Question business location question- buying from a private seller

I have an idea that might work for an FFL... I just don't understand where an FFL can "Conduct Business"?

Can an FFL pick up a used gun for inventory from a Customer's home?

Obviously we see FFL's offering for sale items at Gun Shows.... What are the restrictions on an FFL picking up/ acquiring guns at a customers home?

Pickup is fine, delivery isn't.

How do you do that with all the acquisition paperwork that needs to be done in the DES?

Consignments I believe must be in store only. It’s basically a PPT without a buyer there.

How else would you enter the consignment into the DES and approve the preview and sign and thumb print?

I am not a 01 FFL, but aren't consignments done on a DROS worksheet - at least the seller part? And thumbprints aren't collected from sellers AFAIK.

Consignments are done in the DES and there is a protocol for initialing the preview and obtaining a print on the acquisition sheet.

The worksheet is available just like a DROS worksheet when the DES is down.

Taper'z is right, you have to do both. The DROS worksheet AND the Consignment page in the DES.

I do the FDAS ppw right then and there if someone walks in the store but when you are writing up 30+ guns it can take a while so I mail the ppw.

You’re doing it wrong. Buys are no problem. Consignments need to be done in store.

You just think you’re doing it right. You are violating the terms of your FFL and CFD.

Ask Acespawn who has the additional button of PAWN

Really? Where it says all business is to be conducted at the location of the FFL unless marked as one doing gun shows?

When doing a consignment you are dealing with a customer. When buying, you are dealing with a vendor. In other words you can buy anywhere in the US as long as the gun comes back with a DL/ID or the AI/CFLC number in CA.

You can’t travel out to do PPT’s which is basically what a consignment is.

Read what acespawnshop said. If anyone knows best, it’s him doing pawns. Seriously!

Besides, if you went to a customers house, why do the longhand form?

If you’re going to do that, why not bring a laptop and portable printer and do it in the DES system there? Thus avoiding all the long hand stuff and mailing 120 documents? One preview for each of you and one acquisition for each of you times 30 guns as you mentioned.

No way I would rely on a customer initialing, signing and thumb printing for 30 guns and getting it right.

I have 3 options in the DES for acquisitions. Buy Pawn and Consignemnt. Buys and pawns can only be conducted at my address listed on my pawnbrokers license. For example if I were to say be licensed in unit A I could not pawn your guitar at unit B. Same with guns. (Gunshows are exceptions federally and in that aspect I would be acting as a firearms dealer not a pawnbroker. I couldn't say write you a pawn on your pistol at crossroads of the west.)

The consignments are looked at pretty closely in the DOJ audits. They really check out our records and disposition dates to make sure we held them for 30 days on Buys and consignments.

Pawns too. When we use the FSC exemptions on the DROS firearm being returned to owner we bettter have an acquisition page and thumbprint and ID for that serial number firearm. I suppose if the gun was in pawn longer than 3 years and they hadn't audited they're wouldn't be any way for them to tell. But that's not the point.
