Default James Mangan Rifle and Pistol Range CLOSED -- Meeting Tonight

The City of Sacramento shut down the small bore rifle range at James Mangan Rifle and Pistol Range that operated for years on Wednesday and Friday evenings through volunteer efforts.

Please attend a special meeting of the Capitol Rod and Gun Club this evening in Sacramento to discuss the situation and what needs to be done to reopen the range to the public.

The James Mangan Rifle and Pistol Range is a unique and special part of Sacramento history. Let's fight to keep it open!

The range is run on Wednesday and Friday by certified NRA range master volunteers from the Capitol Rod and Rifle (CAPROD) club, which is one of Sacramento's oldest gun clubs. (So old I can't even find a website.) Club members paid $3 and general public paid $5.

The City of Sacramento asked the club to submit range safety officer qualifications and the club complied. Then the City asked for proof of insurance and the club obtained a $1 million policy from the NRA. Then the City asked for $3 million. The City has rekeyed the facility and will not open the doors.

The Mangan Rifle and Pistol Range remains CLOSED. CAPROD members will schedule a meeting with the Parks Director to discuss the situation.

This is a wonderful, family-friendly range and we may need to fight to keep it open. Stay tuned.

Uh, didn't the Mangan families grant of the parkland to the city REQUIRE the range to remain open? I seem to remember that in the case the range gets closed the parkland is supposed to revert back to the families trust, or something like that. Anybody else remember this?

My buddy shot there this week, the rifle club may be locked out, but the United Revolver Club is open for business.

I don't think the blame is on the City. The United Revolver Club is a legit entity ie: incorporated and registered with the State. My understanding is that CAPROD is just a group of people that call themselves CAPROD. That organization doesn't exist on paper. It has been operating that way because of the how and who of the Sacramento Rifle and Pistol Council.

The City has been pretty much hands off the Range Operations forever. They have provided minimal facility maintenance, and left the public operations to the two Clubs. Apparently, someone has looked into how the Clubs operate and didn't like what they found.

That's odd... ARC SRPSTC's PC 832 Classes shoot there. Maybe even their police academy classes, but not sure on this part.

should be easy enough to look up in the city records. If they are reticent to let that info out a FOIA request should pry it loose.

I too am curious as to the status of the range. I haven't shot there in a few years and a friend of mine and I are thinking of going this Thursday evening. I guess if the doors are locked and no one is around I'll have part of my answer.

ETA: My buddy and I shot there tonight. I guess it's still open for another week. See the attached letter from the city for more info. Hopefully this isn't a permanent closure.

The City is definitely attempting to shut down the range. Check out the United Revolver Club Website. Please call the Director of Parks to complain: Jim Combs 916-808-4070.

CAPROD is having a meeting on Wednesday, 28 January 2015 at 7pm to determine an action plan regarding the dispensation of the Mangan Range.
We will be meeting at the Elks Lodge at 6446 Riverside Blvd., Sacramento in the Poker Room (the same as before).

The United Revolver Club had their meeting on Tuesday 20 January

We want to thank everyone who attended the meeting on 11 February 2015 at 7pm at the Sacramento Elks Lodge #6 regarding our concerted efforts to keep the James Mangan Rifle and Pistol Range both OPEN and PUBLIC. It was very encouraging to hear of the actions of the URC to keep the Range open! Double thanks to them!

WHERE: THE SACRAMENTO ELKS LODGE #6, 6446 RIVERSIDE BLVD., SAC. ENTER AT THE NORTH SIDE ENTRANCE, GO RIGHT DOWN THE HALL, TO THE POKER ROOM ON THE RIGHT.
AGENDA: WE WILL SHARE PERTINENT INFORMATION WE HAVE RESEARCHED AND MAKE PLANS FOR ATTENDING THE NEXT COMMISSION MEETING.

If you know anyone who would like to support our efforts invite them to our meeting.

*Mail a letter to the Commission Members, and Director
*Send an email to the Commission Members
*Make a phone call to the Director,
*Or do all the above!

If you live within the City limits please let them know! It goes without saying, be respectful and polite.

Stay strong! We may need to continue our struggle to the City Council. They may be the final entity that decides the Ranges fate!

Closed.

The City is going to clean the place up first, then decide if they will re open it. If they do, they will lease it to a non profit organization rather than leave it in the hands of the URC and CAPROD like it has operated in the past.

The place has been neglected too long. I doubt if any enitity would be foolish enough to lease it if they have to bring up to code. There is no way to make the place break even, unless the City throws a huge wad of cash at it for capital improvements before they lease it out.

Just to get a proper ventilation system in there will be several hundred thousand alone. The roof has leaked for years and I'll bet it is rotted to the point of being structurally unsound with the weight of the overhead baffling hanging from it. That's just the tip of the iceberg of what is really needed.

What difference would a non-profit make? Does that mean if a non-profit leases it, then the city doesn't have to upgrade/bring it up to code? If the city plans to lease to a for-profit org, then it has to bring the building up to code?

There is a new meeting on June 16, 2016 to discuss the future of the range. 6:00 PM on Thursday at the picnic area of Mangan.

New article on delays of the cleanup at the range.

The city is saying that some of the lead is from aviation gas that contains a bit of lead - the range is right near the end of the main runway at Executive Airport.
