Default 5.56 upper on 22LR Marked lower with BB?

I know that there is no issue with putting a 22LR upper on a 5.56 lower without a bullet button but would it be legal to put a centerfire caliber upper on a 22LR marketed lower as long as everything else on the lower was cal-centerfire legal bullet button etc.?

Lowers are lowers. The caliber markings don't mean anything. Period.

As long as the firearm is configured to be legal, the lower can be marked "Thermonuclear unicorn-killer, Cal 70mm"

Sorry 125 is the ammount in box ,so just 4.5 mm & Made in England ...
