Sales of handgun to an out of state buyer...and limit on # of PPT's allowed

I've got a couple of questions I don't seem to find answers to ... maybe someone can give me the info or at least point me the right direction

I'm aware that a private party is limited to "less than 6 transactions per calendar year" (meaning 5 transactions maximum) where handguns are concerned and that a "transaction" can be any number of handguns to one buyer at the same time with dros done at the same time....but if I sell to an out of state buyer and ship to his FFL for him, does the law apply and how does the DOJ in California know I've sold a registered handgun and shipped it out of state? So the 2 questions are..How does DOJ know so they can remove it from my records, and does it count as a "California transaction" toward the "less than 6" rule?
