Default Questions from a CCW newbie (non-California)

Hi...

Just a few questions from the more experienced CCW holders, with the premise that I have a Utah non-resident permit:
  1. How do you load up your firearm once you cross the state border? Do you do it in your car? Do it in the restroom (loading the chamber may get heard)? Any tips (I mean, you have to prep your holster, unlock the pistol, load the magazine, load the pistol, etc.)?
  2. Tips on high-capacity magazines? Once we leave Komiefornia, having high-capacity magazines would be legal. But then again, how do you get it loaded after you leave the border?
  3. Particular question on the Grand Canyon Rail - is it legal to CC a pistol here? I've done some Google - it seems not; but, however, it would seem that the information is outdated.
  4. Any other tips that would be good to know?

1) I've done it multiple ways including all of the ones you've mentioned. None of them was good, although since OC is good in AZ, I did just do it out in the open in the Texaco station parking lot on the North side of I-10.

2) Hi-Cap mags? What Hi-Cap mags? Unless you had them prior to 1/1/2000 those are illegal in CA.

3) I can be of no help on that one.

4) Nobody is looking at you and nobody cares. Seriously, one of the biggest issues when you start carrying is that you think people are going to notice and you get freaked. Unless you are completely doing it wrong, no one is going to know so relax. AZ being an OC state I'm not sure it matters anyhow.

1. Before I had my CA LTC permit, I would pull over at the first rest stop on the AZ side. Park away from other people, then remove unloaded handgun from locked container, load and holster handgun.

2. My carry handguns have magazine capacities of less than 11 rounds.

3. AFAIK, not legal to carry (open or concealed) while on the Grand Canyon Railway. Firearm needs to be unloaded and in a lock container.

4. No guns signs are enforceable (have weight of law). Don't consume alcohol while carrying. Don't carry while on an Indian Reservation.

Good morning gentlemen, and than you for the replies.

So, I guess, that aside from AZ, it would be the same for Nevada? I park away far from people, unlock my pistol, load it and drop it in the holster?

So, am I correct to think that while in CA (without a permit) - I'd have my pistol unloaded and locked in a container. This would be separated from loaded magazines, also locked in another container?

Also, would it be a good idea to attach the empty holster to your belt, etc. even while in CA? This is to make it less of a hassle when one crosses the border.

Oh yes, btw, I've juste read an excerpt from one of Ayoob's books on Concealed Carry. He mentions that in some states, it is illegal to carry in an establishment with a "liquor license." As such, it would be illegal to even carry inside Walmart...!?! *ugh*

Don't carry in a "bar" and don't consume alcohol. Ayoob's advice just eliminates all doubt.

My carry rides in it's holster in the locked container, pull out the whole assembly, drop it on my belt and then I load it in the car. No sense in advertising.

While in CA...

Unloaded handgun in locked container.
^ Loaded magazines can be in the same container. They just can't be inserted in the firearm.

No requirement for ammo or loaded magazines to be in a locked container.

1) My EDC is already loaded due to a CA LTC but, if I want to carry something while out of state that is not on my LTC, once I cross state lines and take the time to do it, I just pull the gun out of a locked container, pop the already loaded mag into it and holster it.

2) Since it is not illegal to possess legally owned +10 round mags in CA, I just treat them like any other magazine while in CA or outside of CA.

3) I don't know about Grand Canyon Rail and don't want to give you bad advice so, keep researching the subject and don't just blindly listen to someone on the internet. Make sure you have valid information and can cite the law (either way).

4) Other advice, yea, tons of it. Unfortunately, too much to type here. I have an entire +8 hour presentation/class full of "other advice".

I suggest you read PC 626.9, 626.91 and 30310 because, you're wrong about ammo having to be locked up or verboten within 1000 feet of a school. You would be correct if you stated ON SCHOOL GROUNDS but, that the only time ammo is required to be in a locked container and, it has NOTHING to do with having a CA LTC or not.

I make a lot of trips to Nevada for snowboarding and the casinos. I keep my gun in the holster and loaded mag in the caddy. The whole package goes into my locked case which goes inside a backpack and sits in the rear passenger seat. Once I pass Truckee I will pull over on the side of the road and tell my wife (she sits in the back with my one-year-old) to pass me the case. I take the whole package out and put it on. Easy peasy. Do the same for Arizona.

It's incumbent upon you to know the concealed carry laws and laws regarding when you are justified in using lethal force in self-defense in all states you intend to carry in. Ayoob's rule of thumb is a general guideline. Laws vary by state. For example in Utah and Nevada, it's legal for you to drink alcohol while carrying concealed as long as you aren't over the legal limit. Whether you consider it a good idea to impair your mental facilities to any degree while carrying is another matter.
