Hand delivery in Cali? (Yes legal for non-CA private person to bring gun to FFL)

Might not be right section, but wondering about California law, can an individual from out of the state hand deliver a rifle or pistol to a FFL dealer in cali for transfer?

yes, its called PPT. two people show up at a gun store, one person is selling the gun to the other and the FFL at the gun store conducts the transfer of ownership. The fee for this is $25 to the State and $10 to the FFL. For a total cost of $35 to the buyer.

edit- there are rules about it such as a gunstore that doesnt sell handguns doesnt have to conduct a handgun transfer. Also some FFL will only transfer at certain times and only certain firearms at all. so call and talk directly to the FFL...not a clerk.

In this case, the OP specified 'from out of state', so it would not be a PPT - CA has implemented that so only 2 CA residents can use it.

But the larger question - yes, an individual can legally, both in state and Federal law, personally bring a gun to an FFL in a different state to do a transfer. But some FFLs are not willing to accept that, as a business practice, so call ahead to be sure.

^ wow totally didnt know a PPT had to be two CA residents. I thought they just had to both be present in the store.

Also, since it is not a PPT, the FFL can charge whatever fee he/she wants.

Additional caveats:

I think there is an exception if the out of state person is mother/father or son/daughter of the in state resident. Technically it would be an interfamilial transfer, not a generic PPT, but should still be ok.

There are a few caveats on the gun - it can't be an "assault weapon" meaning no forward grip or threaded muzzle. And the out of state person cannot bring 10+ capacity mags into the state to be transferred along with the gun. You would think those wouldn't need mentioning - but it's important not to overlook them.

What I'm doing is donating a Kimber ( cal legal) to a caring vets 4wd run, and since I am going there anyways I would like to just hand carry it to a local FFL

Yes.

The DROS software has that limitation. Still haven't found where PC requires CA-ID for sellers. It might be there, buried in an implication I missed.
