Anodizing, IIRC, is only a couple thousands thick. Apply some anti-seize and try again.

Did you specify plating thickness to anodizer? penetration/buildup?

I dont think anyone in their right mind would lend an expensive HSS or carbide tap to be burnished/worn tapping anodized aluminum.

You mitght have to shop around for an undersize tube.

Type 3 anodizing almost always buggers up thread fit tolerances unless you specifically cut the threads larger to accommodate the thickness of type 3 anodizing.

Take some 320 grit lapping compound and lap the threads of the buffer tube and receiver together.
No fancy tools needed and the fit will be perfect.
