Default mis-aligned reticle

I have this no name scope for quite some time now. I just noticed that the reticle moved in an angle when the scope is sitting upright. I need to rotate the scope from its base to correct the alignment but somehow it looks silly.

Is this still repairable or give up and just buy a new one? It is a 1-4x24 scope.

Any recommendations for a repair shop around Los Angeles & OC area in case it is still salvageable?
