As for penetration, that's really a by-product of sectional density and momentum. Expansion is the measure of the bullet, and nothing more. So these really should not factor into the formula when looking at which caliber has more potential.

I really think your new formula would be more useful if you incorporated the bullet type as well as caliber. I for one am interested in comparing commercially available ammo for use as home defense against people not just a comparison of calibers themself.
For example, I would like to be able to compare extremeshock ammo in this link to more conventional stuff:

Different types of bullets (FMJ, HP, frangible, sabot, etc.) react differently depending on their velocity, caliber and what type of target they hit.
Keep us posted once you've done some testing to confirm your numbers.
