Assemblymember DeLeon's office has pulled AB 962 from the Senate Public Safety hearing on June 30 and reset it for July 7. Please contact the members of the committee and urge a NO vote on AB 962.

They did this when the bill was before the Assembly PS committee. What's the real reason for this? To avoid public discussion and pass it in a closed session?

I was wondering the same thing - there's definitely something going on behind the scenes with this bill and it doesn't smell good....

I think the Leg is actually working on something useful - budget, I hope - and this postponement is nothing of real importance.

But let's use the extra week!

Guys keep the heat up on this one. There is a reason DeLeon pulled it hes running scared he doesn't have the votes. So lets keep up the calls faxes and mail to them to show our displeasure with this proposed legislation.

public safety is heavy on the libtard. it's almost guarunteed to pass. our battle will come on the senate floor. in a way it's best that this comes up post budget. we won't have to worry about it being used as a bargaining chip over budget cuts.

These stupid laws, especially the 50 rounds one, I do not believe would stand up constitutionally, although our great State has implemented other laws that are unconstitutional like the magazine capacity crap...So respond to the senators, I e-mailed them all on the NRA-ILA list and am also going to fax the letter to the law firm. I have also forwarded it to many of my gun-friendly and non-gun hating friends to fill out and fax in.

This is getting crazy, It's like Germany pre WWII, we need to act now.

They turn on the cameras at 9 AM and they turn them off at 3 PM sharp. It doesn't matter if a hearing is joined in progress or doesn't end before time expires. The show is over! If you were expecting the local version of C-SPAN, this Sacramento operation is more amateurish than the coverage of a city council meeting on your community access channels. CAL-SPAN is crap!

Those supporting AB962, the usual suspects and " 4 private citizens". Most of the groups are the "Brady Campaign of ***** County".

Opposition: Our groups and "several thousand private citizens (based on petitions on file with Committee)"

Did you know that the CA Department of Finance has fiscal analyses of bills? Complete news to me!

It lets you type in a bill, then lets you download the PDF of their analysis.

Here's what they say for 962:

This bill would establish a database maintained by the Department of Justice (DOJ) to serve as a registry of handgun ammunition vendors. Additionally, the bill would require that, beginning July 1, 2010, no person shall sell or transfer specified rounds of handgun ammunition in any month unless he or she is licensed as a handgun ammunition vendor.

FISCAL SUMMARY

Although DOJ has not provided a fiscal estimate for this bill, Finance believes creating a new database and registration program would require significant staff and contract resources. The bill would allow for a fee to be charged to cover DOJ’s costs, but caps that fee at $50. It is not clear that this program can be implemented at that fee level. If it cannot, DOJ would have to seek additional funding, creating pressure on
other special funds and possibly the General Fund.

COMMENTS

Finance is opposed to this bill given the likely cost pressures it would impose and the significant resources it likely would require. Although the bill would provide for a fee to be charged for this purpose, absent specific information from DOJ, it is not clear the fee would be sufficient to fully fund this effort. Additionally, it may
not be appropriate to impose additional workload during this time of limited state resources.

Furthermore, given that the licensing restriction would be in effect on July 1, 2010, and this bill, if chaptered, would be effective on January 1, 2010, DOJ would have only months to prepare and implement this database. Also, no appropriation authority is provided in the bill, so it is unlikely DOJ would have additional appropriations to draw from when developing this new program in time for the July 1, 2010 date.

Currently, DOJ maintains a database related to firearms transactions, which is supported by fees.

The bill would create a new handgun ammunition tracking database and registration program for handgun ammunition vendors. The bill would allow for a fee of up to $50 to reimburse DOJ for its costs of administering the license program, maintaining the registry of handgun ammunition vendors and other regulatory functions, including enforcement.

we knew that AB 962 was going to be expensive and not self-supporting, but if the CA Dept of Finance analysis corroborates that position then that is VERY good for us

and yes, everyone be sure to include this info in your emails/faxes/letters/calls to senators!

Man, I really hate these jerks! I can make a full time job out of monitoring and contacting these fools, trying to keep them from running roughshod over our rights. We really need to bring back pubic tar and feathering.

Called the Committee office (http://www.senate.ca.gov/ftp/sen/com...e1/PROFILE.HTM) @ (916)651-4118. When AB 962 was first being heard in the assembly, the committee reported a very low response count because people had not contacted the committee office directly. They didn't count ANY of the phone calls, e-mails, or faxes made to the individual members' offices.

Also called all of the senators' offices individually. Wow, the guy at Loni Hancock's office said, "We haven't briefed her on it yet." He started to take my information, but didn't even ask my position. What a jerk.

It was bumped for a week because the Dbag sponsoring it knew if it was voted on today it would be shot down since the budget must be passed by tonight. In addition, tomorrow is the beginning of the new fiscal year so DeLed-bag can sneak it in under the financial radar.

Maybe it is time we leak this bit of information to the press about this nice little bill of DeLeon's and just how much it could cost the state to implement and to run.

While I believe you, can I express some indignation at the California government bureaucracy? I called specifically to have them log my voice in opposition to a bill. I provided my name and address, as requested by the person on the phone. If they aren't even counting my call, why the hell do they patronize me?

I agree but we might be able to get someone's attention if we concentrate our efforts.

On a side note, I just emailed the KFI AM640 news director, the John and Ken show and Bill Handel to see if they would consider covering the story.
