C&R FFL 03 application question
Got a NOOBIE question. The application asks for a person's residence ( I assume one' personal residence) and if applicable a separate mailing address. What it does not mention is a shipping address.
Does a C&R gun have to only ship to either the personal address or mailing address if supplied? Or can it ship to a separate shipping address? I often ship other purchases to my office for safety and security of deliveries instead of having them left on unsecured home front porch. Setting up "signature required" is not fool proof with "drop and run" deliveries that sometimes occur. How do you handle this? Thanks, Mark |

Your FFL goes to the "mailing address", to be displayed there. I assume you must ship all firearms to this address.
e.g. I have "the shop" address (for the mailing address), but I live in another city (residence). |

ATF has stated that you can have firearms delivered to you at ANY address you are currently at. not just those on your license. however, most FFLs will refuse to do so.
but for instance, If I knew an 03 FFL was vacationing away from his home, I could legally ship the firearm to his vacation home.

some questions on filling out the C&R form:
Section 9 - "position and social security number" - since i am applying as an individual (not a corp, partnership, etc), i presume i just put "individual" for the position? Section 10 "nonimmigrant alien certification" - i would assume this entire section - A, B and C - only applies to nonimmigrant aliens. but section C (related to hunting permits) almost sounds like it applies to US citizens too. do i submit a copy to the chief of police of my CITY, or does it go to the Sheriff of the COUNTY? the instructions just say to send it to the CLEO of the "locality" do people typically wait to get their C&R license approved before doing the livescan and applying for their COE? thanks! Fed C&R allocation mailed 3/8/17 State LifeScan and COE application mailed 3/9/17 Now I wait ...and wonder... how many C&R guns I will run across during the waiting period to tempt/antagonize me |

This is a timely subject. I bought an old Marlin on Gunbroker, mailed my FFL with the money order. I wrote on the FFL to use the mailing address, the post office won't deliver to the premise address. The seller just called me today to say the rifle was returned undeliverable. Duh, that's why I specifically said to use the mailing address.

Finally got my 03FFL last week, took nearly 5 months. Probably all those bad things I said about Obama. Oh well, have COE and C&R now

Gonna repost this from the Sac forum since I figured it might get more knowledgeable answers in here:
So I'm looking to apply for my C&R, and the ATF requires me to submit a copy of my form to Sac PD, but I'm not sure which address is correct. Anyone else in the City of Sacramento go through this who could help me out? Feel free to PM any info. Thanks. |

It's really just a procedural thing. The receiving desk will open it, time-stamp it, and forward it to the Chief's mailbox. He will (or won't) look at it, and will put it in a file, or drop it in the shredder.

Yup...ATF has always been faster than CA DOJ in my experience. The way things are going right now, I wouldn't be surprised if your COE takes another 3 months or more.

Everything mailed 4/14/17. Edit: COE arrived 6/22/17. Edit: 03 arrived 7/10/17
Entire process from downloading to mailing took an hour and a half including the drive to the Live Scan. Not sure why (laziness) I put this off as long as I did. Last edited by DrewN; 07-10-2017 at 4:35 PM.. |

It'll be a while.
I returned mine mid-Feb when I got the renewal... the replacement arrived ON my expiration date less than 2 weeks ago.

I applied for everything mid march. received the COE in the mail today.
my credit card was charged a while back for the C&R license, but I have not received that yet. the way I read everything, they don't charge your card unless you are approved.... so approximately how long does it take from the time the card is charged until the license is received? or is it a total crapshoot? |

Question regarding addresses: Do I list every address that I've lived at in the past 5 years, or only the addresses that I've tied my driver's license (or other government stuff) to?

To me, there's no benefit to not listing them (I'm assuming you did a change of address to the DMV and USPS when you moved) since the gov't would know that you lived there. I've never done paperwork for address changes, it's always just stayed at my mom's house because it's a PITA to change everything. All my DMV stuff goes there (as does jury duty etc).
