Default Just wonder why you guys still need the Proof of residency.

CA DROS Requirements

All handgun DROS must be accompanied by a copy of proof of residency.

-Utility Bill
-Residential Lease
-Property Deed
-Current, Government-issued License, Permit, or Registration, other than a CA DL or CA ID.

Note: DMV Change of address forms(and similar) are no longer valid form of 2nd proof.
1, We must retain a copy of this document.
2, It must be valid and have an expiration date. DOUBLE CHECK THE DATES. No "Over Due Notice" warnings.
3, Make sure you can see the address for the utility provided on the bill.

Thanks for the inquiry. We still need the proof of residency for handguns because it is currently required by California state law. From the CalGuns Foundation Wiki:

"Besides clear evidence of identity and age, the buyer must have a Handgun Safety Certificate, prove California residency (Penal Code 26845 (was 12071(b)(8)(C)])) ,
Satisfactory documentation shall include
a utility bill from within the last three months,
a residential lease,
a property deed, or
military permanent duty station orders indicating assignment
within this state, or
other evidence of residency as permitted by the Department of
Justice."

It should be noted that this is a separate issue completely independent of the federal proof of residency requirement in situations where the address on your ID does not match your residential address. The federal rules are different and have different criteria for acceptable documentation. Some documents work for both, while some work for one, but not the other. Sometimes people have to bring two different types of documents to satisfy both separate requirements (they're buying a handgun, their address doesn't match their ID, and they don't have one document that covers both issues).

**Please note that a "current, government issued license, permit, or registration" is permitted under the "other evidence of residency as permitted by the Department of Justice" section of the penal code because the DOJ has officially determined that it is acceptable.

Its the law. Every gun shop has to do it. If you have your vehicle registration with your current address, thats the easiest thing to use that I've found.
