Browning Buckmark is the best out of the box.

However, for practice, I do understand why people will want a gun that feels more like a traditional centerfire auto-loading pistol. So, you can use conversion kits or a smaller pistol like the Sig Mosquito, Walther, etc...but, if the gun needs to a cycle a full slide to chamber the next round, they are pretty much universally less reliable with bulk ammo than a pistol with a platform specifically designed for .22lr. That is not to say it won't work, but it's generally more difficult to get your gun to function with no issue.
