First, there is no such thing as a pre or post ban magazine in CA, period.
Second, you can rebuild the plastic lip magazines with kits that have steel lips.
Third, even though this isn't really a factor, there is a 3 year statute of limitations. They would have to prove that your manufactured or imported the magazine within the past 3 years, and since possession is not illegal the burden of proof is on the state.
